The Department of Insurance Bulletins give the Insurance Commissioner’s official interpretation of certain issues or laws. the Commissioner’s Bulletins provide insight into the general reasoning behind a particular industry issue for which there is no clear legal decision or opinion addressing the activity and which the Commissioner has determined has become commonplace enough that some guidance is necessary.

On rare occasions, the Insurance Commissioner will issue an Opinion which goes beyond general guidance and attempts to assert the Commissioner’s legal reasoning to a particular fact situation which the courts have not addressed. These opinions are not law; however, the reasoning contained in these opinions can be extrapolated to apply to situations which may be of import to your business operations.
