Mr. Aguilar was born in Sanderson, Texas, on September 11, 1941; admitted to the California Bar December 1973; U.S. District Court, Northern District of California; U.S. Court of Appeals, Ninth Circuit; U.S. Patent and Trademark Office; United States Supreme Court. Graduate of San Jose State University B.S.E.E. 1968; and University of San Francisco School of Law J.D. 1973.

As Chief Counsel of the Aguilar Law Offices, A Professional Law Corporation, and formerly, Senior Counsel with the California Department of Insurance, Mr. Aguilar for the past 28 years has specialized in the formation, licensing and admission of Life, Property and Casualty insurance companies in California and the western United States. His activities include development and prosecution of organizational and securities permits before the California Department of Insurance, qualification of securities, management agreements, custodial agreements, multiple employer trust agreements, health plan provider contracts, insurance policy development and evaluation, claims analysis, litigation monitoring, agents and brokers agreements, surplus lines company qualification, and the purchase and sale of insurance companies.

Prior to entering into the private practice of law in 1980, Mr. Aguilar served as general counsel to the California Insurance Commissioner for almost ten years, attaining the position of Senior Counsel. In that capacity, Mr. Aguilar was responsible in part for insurance policy review and approval, rendering legal opinions on coverage, validity of claims, and interpretation of insurance statutory and administrative law for the legal, investigation, and consumer affairs divisions of the California Department of Insurance
